SMM LEGAL ASSISTS THE NATIONAL CENTRE FOR RESEARCH AND DEVELOPMENT IN A NEW INNOVATIVE PROJECT

The National Centre for Research and Development announced a call for proposals in its new program “Hydrogen storage”. Following the “Blocks 200+” programme, this is the second contract to be awarded in an innovative pre-commercial procurement (PCP) procedure designed by the Centre with the assistance of SMM Legal.

The purpose of the programme is to invent an innovative hydrogen storage technology, giving contractors as much freedom as possible a the R&D stage. The project will be carried out pursuant to the problem-driven research formula, where the contracting institution, rather than specify the desired solution, describes the problem that the contractors are supposed to solve. This formula enables all potential contractors with an idea how to address the problem to submit their proposals, regardless of the way in which the solution is developed. This approach makes the procedure more competitive and fosters innovation.
